AMHRI Calls for an Independent UN Investigative Mechanism for Yemen

The Association Ma’onah for Human Rights and Immigration (AMHRI) has submitted a memorandum to the Permanent Missions of States members of the Human Rights Council and the Office of the UN High Commissioner for Human Rights, calling for an independent and impartial UN mechanism to investigate alleged serious violations in Yemen during the Council’s sixty-third session.
AMHRI said that supporting and strengthening Yemen’s National Commission of Inquiry remains important, but does not by itself close the investigation and accountability gap. It called for a mandate covering alleged violations by all Yemeni parties and the conduct of external actors where warranted by evidence, alongside evidence preservation, protection of victims and witnesses, and recommendations on reparation.
The memorandum draws on AMHRI’s September monitoring of risks to displaced people, humanitarian and health workers, children and civilians across borders. It also addresses alleged airstrikes and the risk of sectarian incitement. AMHRI emphasized the need to distinguish UN-documented information from statements by parties to the conflict and allegations requiring independent investigation.

“All victims must have an equal opportunity to seek truth and justice, regardless of which party violated their rights,” AMHRI said.
